As of yesterday, the 53-man roster for all NFL teams was completed. Any player with three or fewer NFL seasons is subject to waivers. All claims were processed at 11 am CST today and the Cowboys have wasted no time adding to their roster.
According to Michael Gehlken of the Dallas Morning News, the Cowboys have claimed Wide Receiver Malik Turner after he was cut by the Green Bay Packers yesterday.

Turner was an undrafted free agent in 2018 spent his first two seasons with the Seattle Seahawks. He only amassed 284 offensive snaps and produced a pedestrian 17 receptions for 265 yards and a touchdown. However, his real value comes on special teams where he logged 170 snaps for the Seahawks last season.
Considering how awful the Cowboys special teams were last season, it makes a lot of sense to add Turner and let him take guidance from Special Teams Coordinator John Fassel who had 15 NFC Special Teams Player of the Week honors achieved during his days with the Los Angeles Rams. Also, Wide Receiver Ventell Bryant may be heading to IR as he works his way back from a PCL strain so Turner provides some depth at the position as well.
More details to come.
